On 1 October, 2020 Lieutenant General Michael Rocco retired after 37+ years as an Active Duty Marine. On that same day, he was warmly welcomed into the Marines’ Memorial Club to embark on a course of observation and familiarization — to discover what’s in store for our Living Memorial’s new President and CEO. The first of November was his first official day in the top job.
Mike Rocco received his Bachelor of Science Degree in Business Administration from St. John’s University in New York and was commissioned a Second Lieutenant in May 1983.
Upon designation as a Naval Aviator in February 1986, he was assigned to HMLA-367, Camp Pendleton, CA. In August 1990, he deployed to Saudi Arabia in support of Operation Desert Shield/Desert Storm. Captain Rocco was assigned as a Flight Leader and led over 40 combat missions. Other career highlights – He did an exchange tour with the Royal Marines in Yeovilton England and worked in the Office of Secretary of Defense. He earned two Master’s Degrees while on active duty and commanded at every level in aviation – Squadron, Group, and Wing and has flown nearly 4,000 hours in numerous type/model aircraft. He served multiple tours around at home and around the globe – Middle East, Far East, and Europe.
In 2017, he was promoted to Lieutenant General and assumed the duties of Deputy Commandant for Manpower and Reserve Affairs.
LtGen Rocco’s awards include the Defense Superior Service Medal with Gold Star, Legion of Merit, Distinguished Flying Cross with “V”, Meritorious Service Medal, Air Medal with “V”, Air Medal with numeral 2, Navy Commendation Medal, and Navy Achievement Medal with Gold Star.
Michael celebrates his 28th year leading the Marines’ Memorial team. He was the Food Service Director for the Emporium Capwell, San Francisco when he accepted the position of Food and Beverage Director for Marines’ Memorial in 1990.
Promoted in 2001 to the role of General Manager, Michael has overseen the entire renovation of the club as well as extensive upgrades in the quality service and products provided to our membership and their guests.
Michael considers it a great honor to lead a team that provides gracious hospitality while honoring the Legacy of military service.
Originally from Phoenix, Arizona, Michael has worked in the hospitality business his entire life. Michael has studied at Phoenix College, Arizona State University, Cornell University and the Culinary Institute of America. When not occupied with the responsibilities of Operations, Michael enjoys
time with his three bully children, the bulldog mascots for the club, Beau, Bubba Jr. and Beulah.
Master Gunnery Sergeant Banks retired after 30 years of active Marine Corps service on 31 May 2014. He and his wife, Helena, spent four years in San Francisco while he attended Golden Gate University on the Post 9/11 GI Bill. He is a staunch advocate for education and networking. MGySgt Banks joined the Marines Memorial team as the Director of Membership Services on 28 December 2022.
MGySgt Banks served in the US Army (1979-1982), the Florida National Guard (1982-1984), and the US Marine Corps (1984-2014). His service included combat deployments include Somalia, Africa in support of Operation Restore Hope, Ar Ramadi, Iraq in support of Operation Iraqi Freedom, and Rish Kvor, Afghanistan in support of Operation Enduring Freedom. His final posting was Training and Education Director, Marine Corps Cannoneer School, Marine Artillery Detachment, Fort Sill, OK until 31 May 2014.
As a lifelong learner, MGySgt Banks earned an AA in General Studies (Summa Cum Laude) from National University, a BA in Business Management (Summa Cum Laude), and an MBA with a concentration in Business Analytics from Golden Gate University. While serving on active duty, he attended numerous military schools and enlisted academies.
Huan is a UC Davis Graduate – Economics Major, with Statistics Minor. She joined the Marines’ Memorial team in 2006 and promoted to Accounting Manager in 2011.
Huan is certified in Payroll Practice and Management and holds a Cornell certificate for Human Resources Essentials before she became Payroll Manager & Human Resources Generalist in 2017.
Before joining the Membership team in 2013, Judi was the House Manager for the Marines’ Memorial Theatre. Her event and customer service experience as a Stage Manager and House Manager lends well to her position in the Membership Department. Judi also oversees the annual Giving Tree Project held during the holiday season.
During his 39-year military career, LtGen Edward Hanlon, Jr., USMC (Ret) commanded at the battery, company, battalion, and regimental levels. He also commanded the Marine Corps’ premier West Coast training facility at Camp Pendleton, Calif.; served extensively in Europe as the NATO planner and later operations officer for the Fleet Marine Forces Europe in London as well as deputy commander of Striking Forces South in Naples, Italy; was assigned as the chief of staff of Joint Task Force Provide Promise overseeing the U.S. support efforts to U.N. forces in the Balkans; and served in a number of assignments with the Navy, including as fleet Marine officer, Atlantic Fleet, and on the Navy staff as director of Naval Expeditionary Warfare. LtGen Hanlon also served as commanding general of the Marine Corps Combat Development Command and deputy commandant for Combat Development and was the U.S. Military Representative to the NATO Military Committee. In this post, he represented the Chairman of the Joint Chiefs of Staff and was responsible for U.S. policy within the military committee and ensured the interests of the chairman and the U.S. were properly articulated in that body.
After he retired from the Marine Corps in 2007, he became president of Raytheon International Inc. Europe, based in Brussels and had responsibility for Raytheon’s International Business Development for Europe and sub-Saharan Africa. He also concentrated on servicing the requirements of NATO, the European Union, and U.S. European Command and its components. He completed his employment with Raytheon in August 2012 and returned to the U.S.
In addition to serving on MOAA’s board of directors, Hanlon serves as a member of the California Governor’s Military Advisory Council and is on the board of advisors for the San Diego Military Advisory Council.
Barrie Graham has been a leader in the financial services industry for over 25 years, most recently serving as COO of WR Hambrecht & Co. , an Investment Banking firm in San Francisco. Prior to WRH + Co., Graham was President and CEO of Exchange Bank and held senior management positions at Wells Fargo. Graham is Chairman of the Marines Memorial Foundation , and serves as a Board Member of Canine Companions for Independence, Empire College, Empire Law School , Truett Hurst Winery and the Investment Committee of the Community Foundation in Sonoma County.
Graham has a BS in Industrial Engineering from Clarkson University , an MBA in Finance from Golden Gate University and is a graduate of the Executive Management Program at the Harvard Business School and the Pacific Coast Banking School at the University of Washington. Graham is a past Chairman of the Banking School and a past Board Member of the California Bankers Association. Graham served as an Infantry Officer in the US Marines. Barrie holds Series 24,63 and 79 Securities licenses.

A native of Louisville, Kentucky, Sergeant Major Black attended recruit training at Marine Corps Recruit Depot Parris Island, S.C., in April of 1988.
Throughout his career, Sergeant Major Black has been assigned numerous duties to include: 0331 Machine Gunner, Machine Gun Squad and Section Leader; Weapons Platoon Sergeant and Weapons Platoon Commander; Drill Instructor, Senior Drill Instructor, DI School Instructor, and RTR Drill Master; First Sergeant, G Company 2d Bn, 1st Marines, E Company 3d Amphibious Assault Battalion, Officer Candidates School; Sergeant Major, 3d Bn, 7th Marines, Combat Logistics Battalion 5, 11th Marine Expeditionary Unit, 1st Marine Logistics Group, and Manpower and Reserve Affairs.
He has deployed aboard the USS Forrestal (CV-59) in support of Operation Just Cause and to the Mediterranean in 1989 ; deployed in support of Operation Sea Soldier, Desert Storm/Desert Shield, and Sea Angel with 3rd Bn, 5th Marines in 1990, and to Okinawa in 1992; to Iraq with 2d Bn, 1st Marines in support of Operation Iraqi Freedom II (OIF) in 2004; deployed with 13th Marine Expeditionary Unit (Special Operations Capable) during Operation Bright Star and to Iraq in support of Operation Steel Curtain in 2005; to Afghanistan with 3d Bn, 7th Marines in support of Operation Enduring Freedom in 2010; deployed with Combat Logistics Battalion 5 in support of Operation Enduring Freedom in 2012; and deployed in support of WESTPAC 14.2 and Operation Inherent Resolve with the 11th Marine Expeditionary Unit in 2014.
Sergeant Major Black has a Bachelor of Science in Terrorism and Counterterrorism Studies from National American University. He graduated from the Joint Special Operations Forces Senior Enlisted Academy December of 2011 and the Singularity Executive Leadership Program in April 2023.
Sergeant Major Black assumed his post as the 19th Sergeant Major of the Marine Corps on July 26, 2019, and served in this position until August 10, 2023 upon which he was selected and served as the 5th Senior Enlisted Advisor to the Chairman of the Joint Chiefs of Staff until June 20, 2025.
Matt Carroll is the Chief Executive Officer of Pratt Miller, an innovative product development company in the Motorsports, Defense, and Mobility markets.
Prior to joining Pratt Miller in 2016, Matt spent 12 years with Fluor Corporation in their Government Group leading a multi-billion-dollar business serving the DoD. His roles including Business Development, Program Management, Strategic Planning, M&A and finally Vice President of their Secure Services division providing services worldwide to the US Intelligence Community.
He previously served 12 years in the United States Marine Corps earning the rank of Major. As a designated Naval Aviator, he served in numerous aviation command and staff billets worldwide including combat mission support in the Middle East and Far East.
Matt has a M.S. in Global Leadership from the University of San Diego and Executive Education programs with Harvard Business School and Thunderbird School of Global Management. He graduated from Roger Williams University with a B.A. where he lettered and was Captain of both the soccer and golf teams.
Mike Cerre is an Emmy Award winning broadcast journalist and PBS NewsHour Special Correspondent. He has moderated several of the club’s speakers and author events as well as our Leading From the Front series on YouTube.
His embedded reporting for ABC News in Afghanistan and Iraq was featured on ABC World News Tonight with Peter Jennings, ABC Nightline with Ted Koppel and BBC. He has also produced several series and international documentary prograns for CNN, CNBC, National Geographic, Discovery, Disney, A&E and NHK.
He served a Marine officer in Vietnam flying more than 100 combat missions as a forward aerial observer in an OV-10 Bronco and is a graduate of the University of Notre Dame.
Vice Admiral Dumont retired from the U.S. Navy in 2021 after serving as the Deputy Commander of U.S. Northern Command and as Vice Commander of the U.S. Element of North American Aerospace Defense Command (NORAD).
Early in his military career he served on active duty as an aviator and paratrooper in the U.S. Army before affiliating with the U.S. Navy Reserve as a naval aviator.
As a career civil servant, he has served as a state prosecutor, Federal prosecutor and as a senior executive in the Defense Department.
Admiral Dumont holds a JD from Suffolk University Law School, an MS from the National War College, a Master of Strategic Studies from the U.S. Army War College and a BA degree from the University of Southern Maine. Admiral Dumont is directorship certified by the National Association of Corporate Directors.
Carl Eberling, age 50 years, former executive at Encore Capital Group, Quest Software, Kaiser Permanente, and Verizon. He was most recently the Chief Information Officer for Encore Capital Group until November of 2018. In this role he led the digital transformation and information needs of this $2.5 B annual investment portfolio. He also managed the regulatory and IT needs in 15 countries and all cyber security enterprise wide reporting to the board.
Carl joined Encore Capital group in the summer of 2012 as the Chief Information Officer by then CEO Brandon Black, who targeted adding depth to the leadership team to evolve the company into a billion-dollar business. His responsibilities included stabilizing a legacy IBM platform that had evolved over 40 years while building a new mobile and web digital face for the business. With a heavy dependence on consumer interaction Carl implemented new speech to text and natural language processing solutions that were leveraged for competitive advantage. He also drove facilities and procurement across the US. Business.
Previously while at Quest Software, Carl worked as a General Manager for Vinny Smith, founder and Chairman. He was hired to run the virtualization and monitoring business for Quest responsible for sales, marketing, product development and related M&A to build the business into a market leader. After announcing intentions to take the company private, Carl led the transition as they were outbid by Michael Dell, who acquired the business in 2012 for $2.4B.
Prior to Quest, Carl was the Business Information Officer for Kaiser Permanente a $50B healthcare enterprise. Carl led all of the information needs related to ERP, revenue cycle, digital transformation, contact and billing support services. Here he led many automation and process improvements, driving increased customer satisfaction and savings. Carl delivered an overhaul of warehouse automation in the pharmacy operations, a $8B stand-alone business.
Carl spent over 17 years through the wireless revolution of M&A’s in Verizon. He ended his career there as the CIO for the West Area, and Staff Vice President. He had many accomplishments but most noticeably were the ERP platform consolidation and the first digital and mobile enablement of that business including automating the warehouse for handsets. Earlier in Carls career he was a Sergeant in the Marines working with amphibious assault vehicles and a specialist in embarkation and logistics.
Carl is an advisor in several startups that he has acted as an angel investor. His area of focus is Cyber Security, and AI transformational technologies. He is an active volunteer with the homeless advocacy group Illumination Foundation where he tutors youth struggling with homelessness. Carl also owns a small farm in Michigan where he crafts artisanal cheese.
Carl holds a bachelor’s degree in International Finance from San Francisco State University and has completed a myriad of studies at UC Berkley and Golden Gate University in engineering and Information systems design.
Jake Harriman graduated with distinction, from the United States Naval Academy and served seven and a half years in the U.S. Marine Corps as a Platoon Commander in both the Infantry and Force Recon. During his military service, Jake led four operational deployments, including two combat tours in Iraq.
Following his service, Jake enrolled at the Stanford Graduate School of Business. While at Stanford, he founded Nuru International to eradicate extreme poverty in the world’s most unstable, vulnerable regions to help end violent extremism. From 2017-2019, Jake helped draft, introduce and pass groundbreaking new legislation called the Global Fragility Act of 2019 that equips America with new authorities and resources to prevent conflict and stabilize some of the most fragile regions of the world.
Jake has now turned his attention to helping protect the American Democratic experiment as the Founder and CEO of More Perfect Union, a 10-year plan to heal the divide in the nation and make our government work for the American people by building a viable center in American politics and a nationwide movement for unity and reform.
Jake has received several honors including the Unsung Hero of Compassion presented by His Holiness The Dalai Lama, White House Champion of Change, Presidential Leadership Scholar, and 100 Most Intriguing Entrepreneurs presented by Goldman Sachs. Jake is married to the love of his life and is the proud father of a 16-year-old entrepreneur and artist.
Captain Quin received his commission in 1991 through the NROTC program at Northwestern University, where he earned a Bachelor of Arts degree (with honors) in history. He earned a Master of Arts degree (with distinction) in national security and strategic studies from the Naval War College in 2007. He has commanded the guided missile destroyer USS Gridley (DDG 101), the amphibious transport dock ships USS Anchorage (LPD 23) and USS Somerset (LPD 25), the amphibious assault ship USS Essex (LHD 2), Amphibious Squadron 5 (CPR-5), embarked in USS Boxer (LHD 4), and Pacific Partnership 24-1, the largest humanitarian assistance and disaster preparedness mission in the Indo-Pacific, embarked in USNS Mercy (T-AH 19).
Afloat, Captain Quin also served in a variety of division officer billets in USS Callaghan (DDG 994), as fire control officer in USS Lake Erie (CG 70), as weapons and combat systems department head in USS Philippine Sea (CG 58), and as executive officer in USS Essex, USS Shiloh (CG 67), and USS Cape St George (CG 71). He deployed to the western Pacific, the Indian Ocean and Arabian Gulf, and the Mediterranean Sea. He participated in mid-1990’s United Nations sanctions enforcement in the Arabian Gulf, the opening stages of Operation Enduring Freedom (OEF) in 2001, and Operation Unified Assistance, the 2004-2005 tsunami relief effort in Indonesia. In command, he deployed in support of OEF as well as in support of U.S. 7th Fleet theater security cooperation (TSC) objectives and other designated missions. He also supported U.S. 4th Fleet TSC objectives during Anchorage’s transit from builder’s yard to homeport.
Ashore, Captain Quin served as maritime homeland defense officer in the operations directorate (J-3) of the Joint Staff, as deputy executive assistant and flag aide to Commander, U.S. 3rd Fleet, and as combat systems officer (N65) for Commander, Naval Surface Force, U.S. Pacific Fleet. He participated in the Office of the Secretary of Defense/Joint Staff intern program and served in the Joint Staff’s systems integration division (J-6V). He also served as the senior technical consultant for Season 1 of The Last Ship (a TNT television production) and, for six years, as Chief of Staff, Expeditionary Strike Group 3.
Captain Quin’s awards include the Legion of Merit (three awards), the Defense Meritorious Service Medal, the Meritorious Service Medal (three awards), and various other personal and unit decorations. He retired on 1 March 2025.
Lucas Babbitt is a Senior Vice President and Head of Client Advisory at Jordan Park. Lucas joined Jordan Park at its founding in 2017. Prior to Jordan Park, Lucas was a Vice President with Goldman Sachs from 2013 to 2017. He previously served in the United States Navy as an F/A-18 pilot and is a graduate of the Navy’s Fighter Weapons School, more commonly known as Top Gun. He is also a graduate of Stanford Law School (JD), the Stanford School of Engineering (MS), and the United States Naval Academy (BS) where he lettered in Sprint Football and beat Army three times. He hails from Pepperell, MA.
Admiral Breckenridge retired from the Coast Guard in 2010 after serving as the Commander, US Coast Guard, Pacific Area. She holds a BSC in Biology from Virginia Tech, a Masters in Public Policy from the University of Maryland, and a Master’s of Science in National Resource Strategy from the Industrial College of the Armed Forces. She is active on the boards of several non-profits including serving as Vice Chairman of the San Francisco Fleet Week Association.
Major General Robin Fontes, United States Army (retired) most recently served as the Deputy Commanding General (Operations), U.S. Army Cyber Command. She has extensive experience working with the U.S. interagency, as well as with international partners, allies and diplomats during 13+ years in South and Central Asia serving in operational and embassy assignments. Her most recent overseas positions include as the Senior Defense Official/Defense Attache to the Republic of India and the Commanding General of the Combined Security Transition Command – Afghanistan. Major General Fontes is a graduate of the United States Military Academy at West Point, and holds two masters degrees, one from the University of Washington, where she studied international affairs (focus on Russia, East Europe, and Central Asia), and a second from the National War College in National Security and Strategic Studies.
Rick is a Vietnam era Marine aviator who serves as a banking executive. He serves as a Director of 12th District Federal Reserve Bank and a Director of Federal Home Loan Mortgage Corporation. He serves as a Director of BAI and Operation HOPE Inc. and is the Treasurer of the Marine Corps Scholarship Foundation.
Tim attended West Point and graduated in 2004 after winning the General Stillwell Leadership award. After his Army service, he attended Stanford and earned a Law degree and an MBA. He currently works for a startup in Silicon Valley as founder and Chief Operating Officer.
Jim Haynes retired recently after leading teams for 40 years at Bechtel Corporation and in the US Marine Corps. During his 25-year career at Bechtel, Jim served as Partner and Senior Vice President, and led organisations ranging from global businesses to mega-projects to operating regions. His last assignments included President of the Latin American Region, Head of Corporate HR, CEO of a major Bechtel-led nuclear security company, and Project Delivery Director for Crossrail, the largest infrastructure project in Europe.
Prior to joining Bechtel, Jim proudly served as an Infantry and Special Operations Officer in the US Marine Corps. He graduated with a Bachelor of Science degree from the US Naval Academy, and also earned a MBA from Harvard Business School and a MA in Public Administration from TSU Europe.
Jim currently lives in the UK with his wife and two boys.
Nicole is a 1998 graduate of the Naval Academy and has an MBA from the Sloan School of Management at MIT. She is currently Vice President for Internatoinal Operations and Strategic Initiatives for International Game Technology. She was selected to Fortune’s Most Powerful Women Next Generation 2014.
Ryan Smith is a Shareholder in Greenberg Traurig’s litigation practice. His practice concentrates on complex business, real estate, and trust and estates litigation. Ryan also has experience representing corporate and individual clients in government inquiries and investigations, internal investigations, and civil enforcement matters. He previously served in the United States Marine Corps as an infantry rifleman and squad leader and is a combat veteran of Operation Iraqi Freedom. He is also a graduate of UCLA Law School (JD) and Boston College (BA).
Colonel Tice retired from the USAF in 1999 after serving 22 years on active duty as a fighter pilot. He amassed over 3000 hours of flight time in F-111, F-5 and F-16 jets. He served in combat as a Flight Commander and Assistant Operations Officer during Operation Desert Shield and Operation Desert Storm. While leading a large bombing mission deep in Iraq, he was shot down, captured and interned as a Prisoner of War. After retirement from the USAF, he flew as a Commercial Airline Pilot for American Airlines in the MD-80, Boeing 737, 757, 767 aircraft on both domestic and international routes. Jeff retired from American Airlines in 2012. He currently volunteers for several nationwide military-related charities.
Colonel Herrmann graduated from the United States Naval Academy in May 2000, earning a Bachelor of Science degree in Economics and receiving his commission as a Second Lieutenant. Following graduation from The Basic School in January 2001, he underwent Naval Flight Officer training at NAS Pensacola, earning designation as a Naval Flight Officer in June 2002. His career progressed with assignment to Electronic Attack Squadron 129 (VAQ-129) at Naval Air Station Whidbey Island, WA, where he completed EA-6B Prowler training in November 2003. He subsequently served with Marine Tactical Electronic Warfare Squadron 3 (VMAQ-3) at Marine Corps Air Station Cherry Point, NC, fulfilling roles including Legal Officer, Awards Officer, S-1 Officer, Aircraft Division Officer, and Quality Assurance Division Officer. During this tenure, Captain Herrmann deployed twice between 2005 and 2007 in support of Operation Enduring Freedom and Operation Iraqi Freedom and completed the Marine Aviation Weapons and Tactics Squadron One (MAWTS-1) Weapons and Tactics Instructor (WTI) Course in spring 2006.
In June 2007, Captain Herrmann attended the Naval Postgraduate School in Monterey, CA, where he earned a Master of Business Administration (Financial Management) degree and Certification as a Defense Financial Manager (CDFM). His subsequent assignment in January 2009 was to the United States Naval Academy, serving as Financial Manager of the Humanities and Social Sciences Division and as a military faculty member in the Economics Department.
Transitioning to MAWTS-1 in February 2012 as an EA-6B instructor, Major Herrmann assumed duties as EA-6B Division Head from June 2012 to November 2014. Returning to VMAQ-3 at MCAS Cherry Point, NC, he served as Operations Officer, deploying on a Unit Deployment Program to MCAS Iwakuni, Japan. In June 2016, Major Herrmann became VMAQ-3 Executive Officer, deploying to Incirlik Air Base, Turkey, in support of Operation Inherent Resolve.
From January 2018 to May 2019, Lieutenant Colonel Herrmann returned to MAWTS-1 to serve as Executive Officer before assuming command at Marine Wing Headquarters Squadron Three (MWHS-3), 3d Marine Aircraft Wing, MCAS Miramar, CA. During his command, he qualified as a co-pilot/qualified observer in the UC-12W King Air 350 with Headquarters and Headquarters Squadron Camp Pendleton. Relinquishing command in June 2021, Lieutenant Colonel Herrmann was reassigned as the 3d Marine Aircraft Wing Inspector General.
From May 2022 to June 2024, Colonel Herrmann served as Aviation Colonels Monitor, Manpower Management, Manpower and Reserve Affairs at Marine Corps Base Quantico, VA. In this capacity, he oversaw the assignments of over 7,000 officers across various aviation-related military occupational specialties and directly managed assignments for over 700 Colonels. Colonel Herrmann was assigned back to California to be the commanding officer of Marine Corps Air Station Miramar in July 2024.
Colonel Herrmann has accumulated over 2,400 flight hours in the EA-6B Prowler. His decorations include the Meritorious Service Medal with three Gold Stars, Air Medal-Strike/Flight with Numeral 15, Navy/Marine Corps Commendation Medal with Gold Star, and Navy/Marine Corps Achievement Medal.
