Colonel Handura leads a team of 2,600+ military and civilian personnel, managing over $6 billion in water resources, military, and interagency projects in support of our communities, Nation, and warfighters.

Colonel Handura assumed command of the South Pacific Division (SPD) on 28 November 2023. Headquartered in San Francisco, SPD is one of nine USACE regional commands, overseeing operations across ten states with district offices in Albuquerque, Los Angeles, Sacramento, and San Francisco. Established in 1888, SPD plays a critical role in engineering solutions for the nation’s toughest challenges.
